1.                Purpose and scope

 

Purpose

 

The project manager (100%) will be responsible for the “W2X – Working 2gether for Gyumri Care Centre – Next Level” project implementation, in close cooperation with the Gyumri Care Center administration and the Armenian Red Cross Society (ARCS) regional branch. The incumbent will act as a focal point for different donors supporting the ARSC Gyumri Care Center for older people and people with disabilities. The project manager will represent the ARCS in the Elderly Protection network (which is currently lead by the ARCS) and stakeholder meetings related with the policy discussions on Elderly Protection.

 

Project Background

The project aims to improve the quality of life of residents of the Gyumri Care Centre through a gender-sensitive approach. As a results of the project care and housing infrastructure at Gyumri Care Centre will be improved, capacities of staff and volunteers will be further strengthened, social inclusion of the residents will be ensured and the links with community strengthened and sustainable and gender-transformative approach towards high quality care services will be established.

Target groups of the project are the residents of ARCS Gyumri 24-hours Care Centre, care staff and volunteers, Community initiative group members, family members of the residents and community members.

 

Context

Since May 2020, Armenian Red Cross Society took over the management of the public nursing home situated in Gyumri, providing 24-hours care services to around 160 residents. The (ADA funded) W2 project started in September 2020 and ended in August 2023. From September 2023 the follow-up project focuses on further needs and contributes to the improvement of the quality of life of the residents of the Gyumri care centre and overall, to the quality of life of people in need of institutional care in Armenia through improving overall care standards, education in the care sector and advocacy at national government level.

 

General Responsibilities:

•         Overall coordination and management of project related activities, including regular business trips to Shirak region,

•         Assessment, planning and timely implementation of project related activities, meeting beneficiaries and partners/donors expectations,

•         Supervision and guidance of the program staff and volunteers,

•         Preparation of the narrative and financial reports according to donor standards

•         Collection of the updated statistics and other information related to the project,

•         Support and participate in the capacity building of the staff and volunteers in ARCS Gyumri care center.

  • Close cooperation with Austrian Red Cross Project Manager

 

 

Specific Responsibilities:

 

•         Participate in the development of ARCS strategy and policy on health and social care,

•         Participate in development of educational materials concerning health and social care sphere, as well as participate in other common initiatives with stakeholders,

•         Participate in different networks on national and regional levels to share the ARCS experience in the field of social care and advocate for improvement of care and educational standards,

•         Perform other relevant responsibilities, special orders of the department head.

 

  1. 2.                Requirements

Education:

  • Academic degree in relevant field (social work, social policy, management, health/care etc.)

 

Knowledge/experience:

  • Proven experience in project management funded by institutional donors.
  • Familiarity with Armenian Social protection context and with Armenian Health/Care sector would be a strong asset.

 

Skills:

  • Ability to work well in a multicultural team.
  • Strong coordination and presentation skills.
  • Strong analytical skills and methodical approach.
  • Treats sensitive or confidential information appropriately.
  • Strong report writing (both narrative and financial) and editing skills.

 

Languages:

  • Armenian
  • Fluently in spoken and written English is mandatory.
